AIDIN: UNIDO's New Navigator for Industrial AI Readiness
UNIDO, with IBM and Oxford Insights, has introduced AIDIN — a country-level diagnostic that measures industrial AI readiness across five enabling pillars and places countries on a five-tier maturity scale.
In September 2026, the United Nations Industrial Development Organization (UNIDO), in collaboration with IBM and Oxford Insights, introduced the AI & Digital for Industry Navigator (AIDIN). AIDIN is a diagnostic instrument that helps Member States assess their readiness and capacity to adopt, benefit from, and develop AI and digital technologies for industry — closing what UNIDO calls the “measurement-action gap” by turning diagnosis into concrete industrial transformation pathways.

The framework measures five enabling pillars — Infrastructure, Data, Innovation Ecosystem, Capital and Governance. Two outcome pillars (AI & digital adoption in industry, and AI & digital development for industry) are provisional and will be introduced progressively. Results place each country on a five-tier maturity scale: Nascent, Experimenters, Ready, Enabled and Developers — aligned with the emerging UN AI maturity scale.
AIDIN is deliberately a country-level instrument, built on public secondary data. Separately, SSTC Global has adapted its enabling-pillar criteria into an organizational self-assessment workbook for our clients: a company-level planning tool with 49 criteria scored 0–5, pillar and dimension scoring, and an automatically ranked priority list. That workbook is a blank template — it is not an official UNIDO product and does not represent a UNIDO assessment of any organization.
For industrial organizations in the GCC and Africa, the framework mirrors the foundations we review in AI and digital transformation engagements: connectivity and data readiness, skills, investment discipline and governance. Our free AI readiness assessment is a quick starting point; the AIDIN-based workbook supports a deeper, structured review with our consultants.
UNIDO's initial AIDIN pilot programme runs from Q4 2026 to Q2 2027, with the Navigator platform roadmap continuing beyond.
