Tier 3 — Global Mechanism
Article 6.4 PACM — Paris Agreement Crediting MechanismV&V bodies can seek accreditation in three tiers. Tier 1 is the foundation and the others build on it.
Article 6.4 — Paris Agreement Designated Operational Entity
SSTC provides specialized accreditation and technical consultancy services to organizations seeking accreditation and recognition as Designated Operational Entities (DOEs) under the UNFCCC Article 6.4 mechanism of the Paris Agreement. We support applicants in establishing the management systems, technical competence, impartiality arrangements, procedures and documented evidence required to progress through the Article 6.4 accreditation process.
Under the Paris Agreement, Article 6.4 — supervised by the UNFCCC — establishes a centralized international carbon crediting framework. ISO 17029 accreditation forms the essential foundation for DOE recognition, across four core standard domains.
Accreditation Standard
DOE recognition criteria — eligibility, governance structures, quality management benchmarks.
Activity Standard
V&V requirements for standalone projects and Programmes of Activities, incl. scope definition and engagement management.
V&V Standard
Requirements for initial validation, periodic verification, post-registration change assessment, and pre-issuance reviews.
Methodology Standard
Method development protocols, technical assessment criteria and approvals governed by the Article 6.4 Supervisory Body.
SSTC guides verification bodies through every stage — initial accreditation, standard-by-standard gap analysis, supervisory body readiness, documentation, and technical defense during formal assessments.

CBAM Verification — Why Demand Is Rising
The Carbon Border Adjustment Mechanism — operational in the EU since 2026 — is one of the fastest-expanding regulated verification markets globally. Verification bodies must act now to secure accreditation and capture first-mover advantage.
- Verified Annual Declarations — importers must submit verified CBAM declarations covering embedded emissions for all covered goods
- Financial Exposure — significant carbon cost liabilities drive demand for high-quality, defensible verification services
- Sector & Methodology Expansion — widening product scope and evolving default values increase technical complexity
- ETS Alignment — integration with the EU ETS creates interconnected compliance obligations
CBAM Legal & Regulatory Framework
CBAM's implementing legislation closely mirrors EU ETS MRV rules. Six interlocking EU legal instruments govern how embedded emissions are calculated, verified, and how verifiers are accredited and overseen. (Source: European Commission, DG TAXUD guidance on CBAM verification and accreditation.)
| Instrument | Legal Basis | Role in the CBAM System |
|---|---|---|
| CBAM Regulation | Regulation (EU) 2023/956 | Primary legal basis for CBAM — an environmental instrument mitigating carbon leakage risk for EU ETS installations |
| Methodology Act | Implementing Regulation (EU) 2025/2547 | Rules for monitoring emissions, calculating embedded emissions of CBAM goods (incl. precursors), and reporting to importers — builds on the EU ETS MRR |
| Verification Principles Act | Commission Implementing Regulation (EU) 2025/2546 | Principles for verifying declared embedded emissions and required content of the verification report (Art. 8 CBAM Reg.) |
| AVR-DA (Accreditation & Verification Requirements Delegated Act) | Commission Delegated Regulation (EU) 2025/2551 | Rules on accreditation of verifiers and their operating requirements (Art. 18 CBAM Reg.) — mirrors the EU ETS AVR |
| Default Values Act | Implementing Regulation (EU) 2025/2621 | Default values operators may use where actual embedded-emissions data is unavailable; verifiers must confirm correct selection |
| Free Allocation Adjustment Act | Implementing Regulation (EU) 2025/2620 | Rules for calculating the free-allocation adjustment under Article 31 CBAM Regulation |
CBAM Verifier Accreditation Process
ISO 17029 and ISO 14065 are general, programme-neutral standards — they must always be applied together with CBAM-specific legislation (the AVR-DA, the Verification Principles Act, the Methodology Act, and the Free Allocation Adjustment Act), not in isolation. Typical timeline: 6–12 months, depending on preparation, existing EU ETS/GHG accreditation, and NAB workload.
- Establish the Management System — internal processes & written procedures meeting the AVR-DA, the Verification Principles Act, and the CBAM Regulation, plus ISO 17029 / 14065 / 14064-3 / 14066
- Build the Competence Process — a continued-competence process (AVR-DA Annex II, §1.1) ensuring sufficient trained staff for the requested scope
- File the Application (Art. 3 AVR-DA) — to the NAB of the Member State of establishment (or, for non-EU verifiers, any NAB offering the service), stating the requested accreditation scopes (activity groups)
- NAB Review & Detailed Assessment (Art. 5 AVR-DA) — completeness review, document review, an on-site office audit, and at least one witness audit observing an actual verification at an operator's site
- Assessment Report & Corrective Action — the NAB lists any non-conformities; the verifier takes corrective action; the NAB reviews and closes them out (or requires further assessment)
- Certificate, Registration & Ongoing Oversight — certificate issued for up to 5 years (Art. 51 AVR-DA); verifier registers in the CBAM Registry; annual surveillance and reassessment before expiry follow
Accreditation Scopes — CBAM Activity Groups
CBAM verifiers do not need competence in every sector — the AVR-DA (Annex I) defines discrete activity-group scopes. Verifiers already accredited under the EU ETS (Reg. (EU) 2018/2067) can extend their scope rather than apply afresh (Art. 4 AVR-DA). LII (indirect emissions) cannot stand alone — it is only granted combined with groups I–V, and LI (electricity as a good) requires competence to assess the conditions in Annex IV §5 of the CBAM Regulation.
| Group | CBAM Goods Category | Related EU ETS Activity Group(s) |
|---|---|---|
| I | Calcined clay, cement clinker, cement, aluminous cement | 1a, 1b, 6, 98 |
| II | Hydrogen, ammonia | 1a, 1b, 8, 98 |
| III | Nitric acid | 1a, 1b, 9, 98 |
| IV | Urea, mixed fertilisers | 1a, 1b, 98 |
| V | Sintered ore, pig iron, DRI, crude steel | 1a, 1b, 3, 98 |
| VI | Ferro alloys (FeMn, FeCr, FeNi) | 1a, 1b, 4, 98 |
| VII | Unwrought aluminium | 1a, 1b, 4, 5, 98 |
| VIII | Iron/steel products, aluminium products | 1a, 1b, 4, 98 |
| L | Carbon capture, utilisation & storage (CCUS) | 10, 11 |
| LI | Electricity imported into the EU customs territory | n/a — CBAM-specific |
| LII | Indirect emissions (mandatory add-on to I–V) | n/a — CBAM-specific |
Verifier Requirements — Competence, Impartiality & Rotation
Rotation of CBAM lead auditors safeguards against familiarity, self-review and intimidation risks that build up when the same lead auditor verifies one installation over consecutive years, as required under the AVR-DA. Required safeguards include staff rotation across engagements, internal auditing against AVR-DA requirements, impartiality training, a 2-year cooling-off period after consultancy work, documented conflict-of-interest screening per engagement, and clear separation between advisory and assurance business lines.
- Continued Competence Process — general & role-specific competence criteria for every person touching verification: CBAM auditors, lead auditors, independent reviewers, technical experts (AVR-DA Annex II §1.1–1.4)
- Ongoing evaluation & training, monitored by a competent evaluator who may accompany auditors on-site
- Pre-engagement competence check confirming the assembled team and scope match the accreditation held
| Impartiality Risk (AVR-DA Annex II §1.7) | What It Looks Like |
|---|---|
| Source of revenue | The operator pays for its own verification |
| Self-interest | Personal or corporate financial stake in the outcome |
| Self-review | Verifying a client to whom the verifier gave consultancy |
| Familiarity / trust | Over-reliance on the operator's word over evidence |
| Intimidation | Coercion, or the perception of coercion |
Ongoing Oversight & Administrative Measures
After accreditation, the NAB confirms through annual surveillance that the verifier continues to meet AVR-DA competence, impartiality and procedural requirements, with a full reassessment before the certificate expires (max. every 5 years) and extraordinary assessments where issues arise. NAB ↔ NCA cooperation (Articles 17–22 AVR-DA) shares experience on verifier deficiencies and declaration reviews.
- Reduction of scope — verifier may serve fewer industry sectors
- Suspension — accreditation temporarily invalid; resumes once corrected; triggered by serious or repeated breaches of the AVR-DA, Verification Principles Act or CBAM Regulation
- Withdrawal — accreditation cancelled in full, e.g. failure to remedy suspension grounds, proven fraud, or intentionally false/concealed information
- Measures take effect on notification and remain in force pending any appeal — they do not invalidate verification reports already issued
Our Integrated Accreditation Model
ASSESS → DEFINE SCOPE → GAP ANALYSE → DESIGN → BUILD COMPETENCE → IMPLEMENT → AUDIT → REVIEW → ACCREDIT → MAINTAIN → EXPAND. Our objective is not simply to help an organization obtain accreditation — we help establish a competent, impartial, technically robust and sustainable conformity assessment organization capable of maintaining accreditation and expanding its services over time.
